Permitting requirements for Underground and Aboveground Storage Tank systems:
The Division of Permits and Inspections issues building permits for the installation, repair, upgrade, and closure of underground and aboveground storage tanks. The fees are based on building permits issued for miscellaneous incidental structures and demolition. If the work includes both the demolition of an existing tank system and the installation of a replacement system, the fee for demolition does not apply.

Underground and Aboveground Storage Tank Regulations:
The storage, handling, processing, and transporting of flammable and combustible liquids shall be in accordance with the mechanical code and the fire prevention code listed in Chapter 35 of this code (BOCA National Building Code). Regulations governing the installation, repair, upgrade and closure of underground and aboveground storage tanks under the Virginia State Water Control Board regulations 9VAC25-580-10 et seq., 9VAC25-130-10 et seq. and 9VAC25-140-10 et seq. are adopted and incorporated by reference to be an enforceable part of this code. Where differences occur between the provisions of this code and the incorporated provisions of the State Water Control Board regulations, the provisions of the State Water Control Board regulations shall apply. How are UST and AST inspections scheduled?

When requesting inspections through the automated telephone inspection scheduling system, request the inspection as a "footing" inspection prior to concealing any work, then request a final inspection prior to opening the facility for use. You may request an inspection 24/7 with this system, until 7:45 am the day of the inspection. You may contact the field inspector between 8:00 am and 9:00 am by calling (757) 385-8065.
