When is a right of way permit required?
Right of Way Permit:
Right of way permits are required for logging activities within the City of Virginia Beach to protect the public's health, safety and welfare. Right of way permits are required for any activity within the right of way or easements belonging to the City of Virginia Beach.
The activities may include, but are not limited to the following:
Installation of utilities, i.e. Cox Cable, Virginia Natural Gas, Telephone and Virginia Power
Installation of storm drain piping which would also require an approved plan as well as a right of way permit
Installation of new driveways
Open cutting of a roadway or sidewalk for repair or installation of utilities
Any blocking of a lane of traffic or a sidewalk for which a traffic and pedestrian control plan is required
Any encroachment into the City right of way

Right of Way Permit Cost:
The fee for a right of way permit from Civil Inspections is $100.00. The permit is valid for one year from the date of issuance.

Right of Way Inspection:
Permits are generally reviewed and approved by Civil Inspections within seven working days of receipt of the application. Permits state the conditions and requirements for activities to take place.
