In early 1997, following extensive public input and working in conjunction with the Planning Department, an Advisory Service Panel of the Urban Land Institute (ULI) prepared the Bayfront Study for the City. This study continues to provide valuable land use planning and design guidance for the area along the Shore Drive corridor from the City's boundary line with Norfolk to First Landing State Park. The Bayfront Study also outlines planning and development issues and recommendations for a number of key tracts of land along this corridor and continues to be an important reference document for property owners, city officials and others. This study had been adopted by reference as part of the Virginia Beach Comprehensive Plan and contributes to the City's goals of attaining a quality physical environment and community for a lifetime.
