The city has received three private proposals to extend light rail into Virginia Beach. Each proposal is slightly different from the others in project length, operations, stations, time to build and other factors.
In April 2013, the City Council accepted the first unsolicited private proposal from Shucet/Skanska/AECom.

On June 11, 2013, the City Council formally accepted the unsolicited proposal for further review and invited competing proposals to be submitted in the next 120 days.
In November 2013, the council accepted two more private proposals from Parsons Construction Group, Inc. of Norfolk and American Maglev Technology of Marietta, GA.
A city staff team, with help from private consultants, will evaluate the proposals over the next several months. The City Council may request more detailed proposals from one, two or all three companies - or it may choose none of them. The decision may be made in June 2014.

Parts of the proposals have been withheld at the request of the companies, in keeping with the Virginia Public-Private Education Facilities and Infrastructure Act of 2002, or PPEA. The city will follow the procedures adopted by the City Council in 2009.
