Aids citizens in meeting their fundamental needs during times of temporary economic and social crisis, to protect our children and vulnerable adults from abuse and neglect, to administer a range of services to help maintain families in the least restrictive and intrusive manner possible, and to assist in preparing citizens to find and retain employment.
- Provide services which include locating birth parents for adults and finding adoptive homes for available children

A community based program to enhance the lives of children, adolescents and their families through mental health and substance abuse services
- Provides supportive services and employment, education and training opportunities to recipients of Temporary Assistance to Needy Families (TANF).
- Supports the family goals of economic self sufficiency and child development.
Family Assessment and Planning Team (FAPT)- Assesses the strengths and needs of at-risk youths and families who are referred to the team.
- Identifies and determines the combination of services required to meet the child's unique needs.
- Recommended services include: psychological assessments, therapy, medical treatment, intensive in-home treatment, and therapeutic and residential care.
- Provides special services to fathers as they play a pivotal role in the emotional, physical and financial health of their family
- We strengthen the bond between fathers, children and family by providing fathers with the tools to achieve their goals of becoming more effective parents
Respite Services Adult & Family Services
- This service is available to Child and Youth consumers only and is designated to provide therapeutic after school care to children and adolescent with a serious emotional disturbance.
- The program also provides recreational activities and practice and enhances their socialization skills with others.
Supplemental Nutrition Assistance Program Employment and Training (SNAPET)
- SNAPET is an employment program offered to Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamp, recipients.
- The program currently serves those recipients who are under 60 years old and do not have a high school diploma.
- Enrollment and attendance at the Virginia Beach Adult Learning Center for ABE/GED classes are encouraged and supported with transportation, registration fees, and child care, if needed.
Support Groups in Adult & Family Services
- The Virginia Initiative for Employment Not Welfare (VIEW) provides employment, education, and training opportunities to recipients of Temporary Assistance to Needy Families (TANF).
- The program offers Virginians living in poverty the opportunity to obtain work, experience and work skills necessary for self-sufficiency; contribute to the self-sufficiency of their families; and achieve economic independence.
- Supportive services such as child care, transportation, are offered to meet individual client/family needs.
- Counseling services for domestic violence, mental health, and substance abuse are offered.
