In accordance with the Department of Medical Assistance Services (DMAS), individuals seeking Medicaid Children's mental health services must have an independent assessment completed by a DMAS-approved mental health professional. DMAS has designated local Community Services Boards (CSB) as the agency to conduct these evaluations. The services requiring an independent assessment include:
- Intensive in-home services
- Therapeutic day treatment
- Mental health support services
- Residential services, levels A & B
In order to schedule an assessment, the parent or guardian must contact the Virginia Beach Department of Human Services, Mental Health Substance Pre-Registration at (757) 385-0866, between 8:00 a.m. and 5:00 p.m.
When calling, please indicate that a "VICAP assessment" is needed so staff can efficiently schedule this service.
An appointment will be offered within five (5) days for Intensive In-home Services (IIHS) and ten (10) days for Therapeutic Day Treatment (TDT) and Mental Health Support Services (MHSS).

Please remember that the assessment interview is only for the child or youth accompanied by parent(s), guardian(s), or social worker, plus other family members as appropriate. Community providers are not included in the interview room.
