Since 1997, the Lighthouse Center has provided day services for the homeless population of Virginia Beach. Due to sustained demand for services, Lighthouse operations have outgrown the current 3,364 sq. ft. facility. The Department of Housing and Neighborhood preservation is currently engaged in long-range planning for a multi-purpose homeless day services campus. Locating an expanded Lighthouse day services center on the campus will be part of the Campus planning discussion.

In May, 2011, the City Council directed the Department of Housing and Neighborhood Preservation to complete research on the location and best practices of homeless service centers in other cities, in order to inform the planning process for relocation of the Lighthouse Center. The report was authored in response to this request for information.
Lighthouse Clients Survey
As part of the Lighthouse relocation process, the Department of Housing and Neighborhood Preservation conducted a survey of current, former and potential clients of the Lighthouse Day Services Center. The purpose of the survey was to collect information in order to determine 1) which Lighthouse services are used most frequently, 2) how Lighthouse services could be expanded to better meet the needs of the homeless population, and 3) how temporary relocation of the Lighthouse may affect clients’ future use of the Center.
