Homeless Emergency Program (HEP)
Prevents families and individuals from becoming homeless, returns households to permanent housing and helps families and individuals achieve or maintain self-sufficiency.
The program’s purpose is to meet the immediate shelter and/or utilities needs when there are no other resources available, or where the lack of shelter or utilities would endanger health or cause homelessness. Homeless Intervention Program
Loans or grants are provided through The Planning Council to persons with a temporary financial crisis. Eligibility: families or individuals who may lose their home. Contact at 622-9268.
Tenant Based Rental Assistance Program
Provides rental housing vouchers for units approved by Housing & Neighborhood Preservation. Initial voucher assistance is for 12 months and may be renewed one time for up to an additional 12 months (subject to the availability of funding). Eligibility: low-income homeless families and/or those in imminent danger of becoming homeless. Homeless Prevention and Rapid Re-Housing Program (HPRP)
Provides temporary rental assistance and/or the payment for other associated expenses to secure or remain in housing. Eligibility: low-income individuals or families who are homeless and/or those in imminent danger of becoming homeless. Housing & Neighborhood Preservation must approve rental housing units receiving any type of assistance through this program. Optional Relocation Program
Reduces the effect of financial hardships suffered by households displaced from their housing unit by Code Enforcement or other city agency action due to unsafe and or hazardous living conditions. Eligibility: low- or moderate-income tenants or owner-occupants. Assistance is provided based on the availability of funding and is provided one time only to any individual or household. Veterans Affairs Supportive Housing (VASH) Program
Provides rental housing vouchers to 25 veterans to help them obtain affordable rental housing. Participants pay 30 percent of their adjusted gross income towards rent; the difference in rent is subsidized through the program. Thirty-five vouchers have already been issued through the program. With the addition of these funds, the city will be able to help a total of 60 homeless veterans in Virginia Beach to obtain housing. The Hampton Veterans Affairs (VA) Medical Center is now taking applications for the new vouchers. Call 722-9961.
Rental Security/Utility Deposit Program
Assists low-income households to secure decent, safe and affordable housing by providing funding for the security and/or utility deposits for a rental housing unit approved by Housing and Neighborhood Preservation. For the purpose of this program, an individual is considered a household. Assistance is provided based on the availability of funding and is provided one time only to any individual or household. Housing Opportunities for Persons with HIV/AIDS (HOPWA)
The Housing Opportunities for Persons with AIDS (HOPWA) program is the only Federal program dedicated to the housing needs of people living with HIV/AIDS. Under the HOPWA program, HUD makes grants to local communities, States, and nonprofit organizations for projects that benefit low-income persons medically diagnosed with HIV/AIDS.
