Housing & Neighborhood Preservation receives and reviews requests for the funding or approval of projects to maintain or expand affordable housing opportunities. We also provide grant opportunities for nonprofit organizations wishing to develop or maintain affordable housing. Developers also have the opportunity to participate in our Workforce Housing Program
.WORKFORCE HOUSING PROGRAM INFORMATION FOR DEVELOPERS
In August 2007, City Council adopted an Ordinance amending Section 102 of the City Zoning Ordinance, establishing the Workforce Housing Overlay District. Whether building for-sale units or rental units, the primary program requirements for the Workforce Housing Overlay District are the same and are listed here
Developers are encouraged to contact Cheryl Smith, the Workforce Housing Program Coordinator, at (757) 385-5742, as early as possible in the conceptual phase of the development process in order to discuss the program and/or to arrange a meeting with city staff. Prior to submitting a change of zoning application for the Workforce Housing Overlay District, developers are required to attend a pre-application meeting with a Current Planner and the Workforce Housing Program Coordinator.
The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods. The Virginia Beach Department of Housing and Neighborhood Preservation (DHNP) is making available a total of up to 25 Project-Based Housing Choice Vouchers to support the rehabilitation or new construction of affordable housing for disabled individuals and families as outlined in the Virginia Olmstead Settlement. Project-Based Vouchers may be awarded to a new construction project or a substantial rehabilitation project. Project-Based Vouchers may be awarded to multiple applicants up to the maximum number available. Applications are due at 4:30 pm. on Monday, August 10, 2015.
