General contractors interested in being allowed to bid on rehabilitation work can apply to qualify by completing and submitting a Contractors Pre-qualification Package that includes the following:
- Contractor Guidelines
- Instruction to Bidders
- W-9 Form- Request for Taxpayer ID Number and Certification ( Listing the City of Virginia Beach as a certificate holder)
- Signature Authorization Form- Designating who is authorized to sign in the behalf of the General Contractor
- Certificate of Insurance showing expiration dates and dollar limits of:
- General Liability Insurance
- Workmen Compensation Insurance –The contractor should have their insurance company send us a compensation insurance based on the number of employees that the contractor has.
- Automobile Insurance- Auto only required if the vehicles are registered in the business name. Privately owned vehicles do not need to show provide proof of automobile insurance.
- Business License issued by local City as General Contractor
- State Registration License (Contractor License)- either Class A or Class B only
- DUNS Number
- Anti-Collusion/Nondiscrimination Form
- List of References
- Good-Faith Minority-Owned Business Participation Efforts Statement
- Contractor Pre-qualification Statement incl. Description of Ability, Capacity, Skill, Financial Resources and Structure of Organization
- Contractor Affidavit of Financial Capability incl. Description of Work Experience
- Declaration of Contractor’s Status
- Contractor Pre-qualification and Bidder Requirements Checklist
- Contractor Participation Agreement
- Section 3 Business Self-Certification
Once all the documents are returned it will be reviewed by the Housing Development Coordinator. Once the package is approved, your company will then be added to the contractor’s registry. You will be informed of jobs generated by the Housing Development Division of the Department of Housing and Neighborhood Preservation that are applicable to the trades as indicated on your pre-qualification statement. All new contractors in our program are awarded only one project at a time, during a probationary period. However, you may bid on any and all projects you desire. All the documents stated above must be resubmitted with every bid. Be advised that all required documentation must be in your contractor file, and all information must be current and correct for your company to be awarded any bid on any project.
