The Certificate of Compliance Rental Inspection Program was established in 1989. The City Council approved the program and the Rental Inspection Districts based on the need to prevent deterioration and blight in certain areas of the city. These inspections ensure safe, decent, and sanitary living conditions and are provided to rental tenants.
The Certificate of Compliance rental inspection ordinance has been amended to comply with changes in state law which took effect on July 1, 2005. Inspections are no longer required upon a change in occupancy.
All rental dwellings within designated Rental Inspection Districts are subject to inspection upon written notice to the owner. Owners of rental properties in the districts are being notified to register their properties with Code Enforcement in order to facilitate inspections being scheduled.
Rental dwelling units that have no violations of the Building Code will be issued a Certificate of Compliance which exempts the dwelling units from the rental inspection ordinance for four years.

Effective July 1, 2008, rental property owners will be charged a $50.00 fee for the Certificate of Compliance inspection of rental units located within the current Rental Inspection Districts.
