Who We Are VBHARP is the Continuum of Care Planning Consortium for Virginia Beach. Our membership is made up of non-profit organizations, for-profit organizations, faith-based organizations, city and state agencies, public schools, businesses, and citizens with an interest in providing services and housing for the homeless and at risk of being homeless citizens of Virginia Beach. VBHARP welcomes membership from a wide range of individuals, public and private organizations, and the faith community who are dedicated to assisting the homeless.
Our Mission
The mission of VBHARP is to develop, promote, and support a continuum of housing and human services that reduce and prevent homelessness. This mission is carried out in alignment and coordination with the City of Virginia Beach Department of Housing and Neighborhood Preservation.
What We Do
An important task of VBHARP is to maintain existing resources, seek new resources, and submit the annual Continuum of Care funding proposal to HUD for non-profit and faith-based organizations primarily in Virginia Beach that provide emergency shelter and transitional housing for those in need, and opportunities for affordable permanent housing in the future. VBHARP Members are active partners in the implementation of the Ten Year Plan to End Homelessness in the City of Virginia Beach.
How We Work
The VBHARP General Membership meets bimonthly to share information on resources, collaborate on issues related to the homeless, and to provide a voice for local homeless individuals through advocacy and community awareness. Members accomplish this by working with subcommittees to address community needs and resources needed to provide a continuum of services for the homeless with the goal of allowing each individual to achieve their highest potential. In addition, the VBHARP Administrative Committee meets monthly to manage the ongoing operations of the consortium.
