Housing & Neighborhood Preservation provides and supports a variety of resources to help people obtain, keep and maintain housing. While the department neither owns nor operates any housing itself, we can connect people, housing and neighborhoods to some of our key programs and services. Please note that all programs have eligibility requirements that may vary. Your individual circumstances must be evaluated to determine if you can be assisted.
| Emergency Home Repair Program |
The program offers a grant to assist with emergency repairs, which are not of a cosmetic nature and are required to remove health and safety hazards. |
| Facade Program |
The Facade Program provides a potential forgivable loan and/or a 25- year no-interest deferred loan (zero percent APR) for the correction of exterior code violations in order to improve the physical quality of the neighborhood, and the long term value and affordability of the dwelling for the homeowner. |
| Home Rehabilitation |
The Home Rehabilitation Program Offers assistance for the correction of interior and exterior code violations, energy improvements (i.e. new roof, windows and heating/cooling system), vinyl siding and handicapped accessibility improvements. |
| Housing Choice Voucher Program |
The Housing Choice Voucher Program (Section 8) is a Federally-funded program administered by Housing & Neighborhood Preservation. |
Loans and Grants HOME Program |
Help is available. Housing & Neighborhood Preservation makes funds available in a variety of programs to help homeowners repair their homes and reduce future maintenance costs. |
| Optional Relocation Program |
To reduce the effect of financial hardships suffered by low or moderate-income tenants or owner occupants who are temporarily or permanently displaced from their housing unit by Code Enforcement or other city agency action due to unsafe and or hazardous living conditions. |
Rental Security/Utilities Deposit Program |
To assist low income households to secure decent, safe and affordable housing by providing funding for the security and/or utility deposits for a rental housing unit approved by the Department of Housing and Neighborhood Preservation (DHNP). |
Tenant Based Rental Assistance Program |
To assist low income homeless families and/or those in imminent danger of becoming homeless to secure decent, safe and affordable housing by providing funding for vouchers to be utilized for rental housing units approved by the Department of Housing and Neighborhood Preservation (DHNP). |

The Workforce Housing Program was created to improve affordable housing opportunities for vital members of our community - our teachers, police officers, firefighters, nurses, medical technicians, military personnel, retail workers, recent college graduates and young families. |
