Virginia Beach Housing & Neighborhood Preservation provides and supports a variety of resources to help people obtain, keep and maintain housing. While the department doesn't own or operate any housing itself, we can connect people, housing and neighborhoods to some of our key programs and services, including:
Housing Choice Voucher Program (Section 8): provides housing assistance to eligible, very low- and extremely low-income persons/families, enabling them to find decent, safe and sanitary housing by subsidizing a portion of their rent.
Shelter and Housing for the Homeless: we are committed to helping the homeless and preventing families and individuals from becoming homeless. The department provides funding to several organizations and has partnered with neighboring cities on regional housing projects for the homeless in Virginia Beach.
Lighthouse Center: Since 2009, we have been engaged in a process of finding a suitable new location for an expanded Lighthouse homeless day services center.
Code Enforcement: maintains the safety and appearance of the city's existing structures and properties through routine inspections.
Workforce Housing: was created to improve affordable housing opportunities for vital members of our community - our teachers, police officers, firefighters, nurses, medical technicians, military personnel, retail workers, recent college graduates and young families.

The Virginia Beach Department of Housing & Neighborhood Preservation does business in accordance with the federal fair housing law and Section 504 program accessibility requirements.
