Special Operations Commander
District Chief Dennis Keane has served with the Virginia Beach Fire Department since 1978 and is currently assigned as the District Chief of Special Operations Division overseeing the Departments specialized programs to include the Hazardous Materials Team, Technical Rescue Team, Marine Team, the VBFD component of the Hampton Roads Metropolitan Medical Response System and the FEMA Urban Search and Rescue team Virginia Task Force 2. Chief Keane is an original member of the Task Force and is now the Task Force Leader Representative for Virginia Task Force 2 FEMA Urban Search and Rescue Team. He is the departments Program Manager for our Emergency Response System, is a member of the Tidewater Emergency Medical Services Medical Operations Committee and a member of Hampton Roads Mass Casualty Work Group. Chief Keane is an Adjunct Instructor with the Virginia Department of Fire Programs focusing primarily on Heavy Technical Rescue courses.
Chief Keane received his Associates Degree in Fire Science from Tidewater Community College and received his Bachelor’s Degree in Human Resource Management (minor in Leadership) from the University of Richmond. He is also a graduate of the West Point Leadership Course.
North Division Commander
District Chief Richard V Cooper has served the Virginia Beach Fire Department since 1990. As a District Chief in Operations, he oversees Battalions 1 & 2. He has served in many other operational and service based roles.
He is also proud of his participation with VA-TF2 FEMA Urban Search & Rescue team since 1994 and currently serves as one of the Task Force leaders.
District Chief Cooper holds a Bachelor of Science Degree in Fire Administration from Hampton University, and a Master of Public Administration from Old Dominion University. He is a graduate of the National Fire Academy’s Executive Fire Officer Program and received the Chief Fire Officer Designation from the Center for Public Safety Excellence
South Division Commander
District Chief Daryl Funaiock has 37 years of fire service experience. He was promoted to District Chief on October 1, 2013, and currently oversees the South Division of the Fire Department. District Chief Funaiock is the Department’s Oversight Manager for Apparatus procurement and Station Maintenance and is a Safety Officer for VA-TF2. District Chief Funaiock holds an Associate’s Degree in Fire Science from Alleghany County Community College and a Bachelor’s of Science Degree in Health and Safety Management from Indiana University of Pennsylvania.
