On February 14, 2012, City Council approved a resolution to formally terminate the existing Virginia Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) process for the development of a headquarters hotel. This move bars further consideration of the proposals received as a result of that process, which was initiated in 2006. Terminating the process does not prevent the city from considering other proposals in the future.
