Patricia A. Phillips is the Director of Finance for the City of Virginia Beach. As the Director, she ensures direction, planning and coordination of departmental services provided by: Debt Administration, Accounts Payable, Purchasing, Payroll, Risk Management, Comptroller, Minority Business Council and the Deferred Compensation Board.
Administration provides financial management support to the City Manager's Office and comprehensive financial solutions and approaches to city departments.
