Are the Lifeguards at the Resort area ( 1st to 42nd Street) city employees?
NO! These highly skilled lifeguards are employed by a private employee under contract by the Department of Emergency Medical Services. Virginia Beach EMS only employs and has direct supervision over the lifeguards protecting the Sandbridge and Little Island Park area.
