
The Office of Planning and Analysis, under the command of Ms. Kathryn Brooks, who provides various administrative support functions and staff assistance to the Deputy EMS Chief William S. Kiley and other EMS and city personnel. Some of the functions of this office
include research and development, crime mapping analysis, web
development and support, various reports on crime statistics and other
related materials.
The Planning & Analysis staff consists of three
data entry clerks and volunteers. This staff focus on analysis of
EMS data to include locations, times, and trends. Ms. Brooks, and her
staff achieve these goals by utilizing a vast array of tools to include
many computer applications, databases, and dispatching systems. Certain

EMS Strategic Management Program
To provide for the effective and maximum utilization of EMS resources
through the control, coordination and direction of funding allocations,
system manpower and material, while planning to meet both present and
future demands which may be placed on the Service.

To provide for the review and evaluation of system activities involving
the response and performance at the scene of emergencies so that a focus
can be made on the efficiency, proficiency and effectiveness of service
delivery, as well as the identification of evolving trends.
