The Administrative Division is organized into four major programs which provides for leadership, direction and support through the provision of manpower; the promulgation of policies; the management of financial affairs; the performance of liaison activities with related agencies; the processing of public inquiries; the provision of logistics support; the gathering and analysis of data; the performing of research; and the development of programs.

Office of Recruitment and Retention: Susan Palmer is our Recruitment and Retention officer, responsible she recruits and retains members for the staffing of EMS vehicles so that adequate and qualified rescue crews exist and are readily available to respond to and deal effectively with medical and rescue emergencies to protect the health and safety of the general public. the certification programs involving the volunteer rescue service. Planning/Development: this involves short and long term planning and development of the Department as related to ERS issues, city goals & mission.
General Management: to issue and implement policies, rules and regulations of a control and direction nature on all programs providing quarterly and monthly updates while maintaining support for these programs daily in order to ensure proper patient care.
Recruitment: this program in conjunction with the Recruitment Officer will supervisor a recruitment program which recruits the required number of individuals per year to off-set the annual attrition of rescue personnel and to increase staffing to levels necessary to meet increasing service demand paying particular attention to daytime staffing requirements.
Retention: this program in conjunction with the Retention Officer will supervise a retention program to foster the preservation of volunteer and career EMS providers within the department. To provide programs to ease the burden of volunteering and the stress of critical patient care duties.
- Public Awareness: With the assistance of the Recruitment Officer this program of awareness specifically aims at offering information to the general public on system operation as well as, other facilities and agencies that regularly utilizes EMS to develop programs of education to promote proper utilization of EMS emergency services.
Media Relations: With the assistance of the Recruitment Officer, this program develops and increases the working relationship strategy with the Media. Serves as the Departmental spokesperson on all emergency and non-emergency issues.
- Legislative and Political Liaison officer: Conducts programs that maintain a cooperative relationship with Local, State and Federal legislators and politicians that are engaged in legislative issues the direct and indirect involves any provision of EMS and rescue services to promote understanding in EMS delivery to enhance patient care.
Lifeguard Services EMS Agencies Program: Contractual agent for the lifeguard service as well as liaison for the Visitor's Bureau, Beach Task Force and resort management issues.
Regulation Compliance Program: Departmental liaison to the Commonwealth's Office of EMS as well as TEMS regional EMS council. Included are the bi-annual inspection, drug box inventory and compliance issues for Department and volunteer agencies.
EMS Ambulance Agency Oversight Program: To provide regulation, coordination and supervision of the commercial and municipal EMS agencies serving the residents to ensure compliance with rules, regulations, policies and medical control oversight as outlined by the Commonwealth's Department of Health and the Department of EMS and as required by City Code 10.5-2.
Office of Risk Management: within the division, utilizing the part-time personnel to actively protect the present and future assets of the department while providing EMS / Rescue services to maintain a high quality of life for its citizens This office will investigate property damage, physical damage and workers' compensation for members. This includes acting as chief liaison to Rescue Presidents or Rescue Captains to coordinate all aspects of repair or replacement of vehicle or equipment involved in accidents.
