Athena Plummer was selected as the first Director of the Emergency Communications and Citizen Services Department for the City of Virginia Beach in October 2009.
The Virginia Beach 911 Emergency Communications Center has been a Commission on Accreditation for Law Enforcement Agencies, Inc., (CALEA®) accredited agency since July, 2005. Prior to her arrival in Virginia Beach, Ms. Plummer served as the Deputy Director of 911 Operations for the District of Columbia Office of Unified Communications. She is a retired police commander of 21.5 years from the Anne Arundel County Police Department (Maryland), which is also a CALEA Accredited agency.
Ms. Plummer has a BS Degree in Criminal Justice from the University of Maryland University College and a MS Degree in Management with a certificate in Police (Public Safety) Executive Leadership from Johns Hopkins University. She is a board member for the Virginia Chapter of the Association of Public-Safety Communications Officials (APCO), and an active member of the National Emergency Number Association (NENA).
