Qualifications:
Any person 21 years of age or older and residing in the City of Virginia Beach, or domiciled in Virginia Beach,and a member of the United States Armed Services, may apply for a 5 year permit to carry a concealed handgun.
Process: Concealed handgun permit applications are reviewed by the Virginia Beach Police Department and the Circuit Court. The final decision to issue the permit is made by a Circuit Court Judge.
Application:
You may pick up an application at the Virginia Beach Police Department, 2509 Princess Anne Road, Support Division - Records Unit, Building 11 at the Virginia Beach Municipal Center (757) 385-4331.
The Court requires the applicant provide proof of competence with a handgun as provided in subsection G of § 18.2-308.
Where To File:
The application review process begins with filing the completed application with the Virginia Beach Police Department, 2509 Princess Anne Road, Support Division - Records Unit, Building 11 at the Virginia Beach Municipal Center.
Process Time:
The courts shall issue the permit within 45 days of receipt of the completed application and all required information being furnished, unless it is determined that the applicant is disqualified.
Fee:
The fee for a concealed handgun permit is $50.00. You will pay the fee at the Police Department when you file the application.
Permit Renewal
Persons who previously have held a Virginia resident permit shall be issued, upon application, a new five-year permit unless there is good cause shown for refusing to reissue a permit. The same $50 fee applies. Persons who previously have been issued a concealed handgun permit are not required to appear in person to apply for a new five-year permit; the application for the new permit may be submitted via the United States mail to the Virginia Beach Police Dept., Precinct 1, Bldg. 11, 2509 Princess Ann Road, Virginia Beach, Virginia 23456. Applications must be notarized before mailing.
Replacement of a lost or damaged permit: If you need to replace your permit because the original has been lost, destroyed or damaged, you may:
- Personally appear at the Circuit Court Clerk's Office, 3rd Floor, Judicial Center, Building 10, to get a replacement permit. You must present a picture ID (i.e. driver's license or government issues ID) and pay a $5.00 fee; or
- Have a replacement permit mailed to you by submitting the notarized statement replacement form [under Related Document on this page], along with a $5.00 check or money order payable to circuit court clerk. The court will issue the replacement permit within 10 business days of receiving the notarized statement and fee.
Replacement permit for a change of address: The circuit court that issued a valid concealed handgun permit shall, upon presentation of the valid permit and proof of a new address of residence by the permit holder, issue a replacement permit specifying the permit holder's new address. The processing fee for such a replacement is $10.
