The proration of personal property taxes is provided for by the Code of Virginia Section 58.1-3516 and Virginia Beach City Ordinance 35-6.1. If you have moved, the Commonwealth of Virginia requires that you directly inform the Virginia Department of Motor Vehicles.
If you have moved out of state, you should register your vehicle in the new state and forward a copy of the new state registration to the Commissioner of the Revenue. You will also need to forward documentation of your move to the new state. Examples of documentation: lease agreement, closing statement on your new home, a utility bill, etc. If you have not registered your vehicle in the new state or if you do not have documentation of your move to the new state, you may complete an affidavit, "
Out of State Moves Change Affidavit". The affidavit must be witnessed by a Virginia Beach Deputy Commissioner of the Revenue or be notarized. The original witnessed or notarized document must be submitted to this office. Please include any corroborating documentation. The Commissioner of the Revenue's office will review the documents upon receipt and determine if an adjustment to the tax bill is warranted.
