Moves within Virginia:
No vehicle shall be subject to the local vehicle registration (LVR) fee in more than one jurisdiction for the same time period. Therefore, Virginia localities practice reciprocity.
Out of State moves to and from Virginia:
The LVR fee will be collected by DMV for new vehicles registered in Virginia with a Virginia Beach garage jurisdiction. When a customer moves out of Virginia, the LVR fee and state fees will be refunded if you have a full six months or more remaining in your vehicle registration period and if you return the vehicle plates to DMV.
