Business Revenue

Business License Incentive Program: The city council passed an incentive program for new businesses that started business after December 31, 2011. The incentive program applies to new businesses with anticipated gross receipts in excess of $100,000.00. The Business License Incentive Program applies to the first two license years only. If you qualify under the code requirements you will receive a reduction of the business license tax owed for the first two license years. For additional information please read the code and complete the Business License Incentive Program Form.
Architects: Effective July 1, 2011 the Code of Virginia Section 54.1-410.1 now requires all architects to provide proof of their state professional license or a written statement, supported by an affidavit that you are not subject to licensure as an architect pursuant to this chapter. This new provision means that beginning in 2012 the Commissioner of the Revenue cannot issue or renewal a business license to anyone who fails to provide the requested information. The architect and engineers with the affidavit attached.

Machinery & Tools Rate Change for Business Property: The tax rate for machinery and tools and for hire motor carrier property was changed by the Virginia Beach City Council on May 10, 2011. This new rate will be used in the calculation of all machinery and tools and for hire motor carrier property tax assessments for tax year 2012. The rate will change from one dollar on each hundred dollars ($100) of assessed valuation to one millionth of one cent ($.000001) on each one hundred dollars ($100) of assessed valuation. The following personal property shall also be taxed at the machinery and tools rate: All tangible personal property used in research and development businesses, as described in Code of Virginia Section 58.1-3506(A)(7); Generating or cogenerating equipment, as described in Code of Virginia Section 58.1-3506(A)(9); and All motor vehicles, trailers and semitrailers with gross vehicle weight of 10,000 pounds or more used to transport property for hire by a motor carrier engaged in interstate commerce, as described in Code of Virginia Section 58.1-3506(A)(25). Machinery and tools used directly in the harvesting of forest products or semiconductor manufacturing, not exempt from taxation. Please remember, this is a rate reduction not an exemption from taxation. You are still required to file your machinery and tools property annually on the forms prescribed by our office.
