Douglas L. Smith became Deputy City manager, June 2, 2014. He was previously president and CEO of Kaufman & Canoles Consulting. Doug has extensive experience in both the public and private sectors. He served as the City of Portsmouth's Chief Plans and Policy Officer, then as its Economic Development Director, and finally as Deputy City Manager. He also served as an elected member of the Portsmouth City Council from 2006 to 2010, where he was council liaison to the Hampton Roads Transportation Planning Organization and the Hampton Roads Planning District Commission. He began his career in 1985 as a banker at First Union Corporation. He earned a Bachelor of Arts degree in History from the University of Virginia.
Doug will oversee the departments of Agriculture, Convention and Visitors Bureau, Cultural Affairs, Economic Development, Housing and Neighborhood Preservation, Museums, Planning and the Strategic Growth Area Office.
Doug has also served in a number of regional leadership positions. He is past chairman of Future of Hampton Roads and the Hampton Roads District Council of the Urban Land Institute. He also currently serves on the board of the CIVIC Leadership Institute.
