The mission of the Public Utilities Department is to provide potable public water, including fire protection and public sanitary sewer service, to the citizens of Virginia Beach. This mission is accomplished by:
- Overseeing the design and construction of water and sanitary sewer systems to meet the needs of the City
- Coordinating the engineering and administration of the Lake Gaston Water Supply Project and the Norfolk Water Services contract
- Operating and maintaining the utility system to provide continuous water supply, wastewater collection and fire protection, and to ensure compliance with federal, state and local requirements
- Providing meter services, maintaining customer accounts and performing customer billing and revenue collections to support the utility system
- Developing and overseeing the City's water conservation programs
