The mission of the Department of Planning & Community Development is to support the planning and development process of land use and reuse in the City of Virginia Beach, to ensure orderly development and land use so that the economic and aesthetic viability of the City is maintained and enhanced as it relates to the physical function of the City. This process is supported by plan review, special planning studies, support for the Planning Commission and other planning related boards and commissions, development review, zoning enforcement, permit issuance, and building inspection.
