Department of Human Services is to strengthen and provide a safe family environment in our community, and promote quality of life for citizens affected by mental disabilities or substance abuse disorders..
Human Services carries out its mission of strengthening the community by planning, developing, implementing, managing and evaluating a comprehensive system of publicly funded mental health, mental retardation and substance abuse programs, services and facilities within the policies of the Virginia Beach Community Services Board (CSB) as required by Chapter 10, Title 37.1, of the code of Virginia. The programs of the CSB and of the Department focus primarily around the City's businesses of "Family and Youth Opportunities" and "Safe Community" through any array of services to assist consumers and their family members in improving their quality of life and their contributions as citizens of Virginia Beach.
