Fire Chief Steven R. Cover has served the Virginia Beach Fire Department since 1980. He has operated in many roles within the department including line and staff functions. He has provided oversight for all special operations functions including the Hazardous
Materials Team, the Technical Rescue Team, the Marine Response Team and the FEMA Urban Search and Rescue Team VA-TF2.
Steven R. Cover was appointed the Interim Fire Chief/Emergency Management Coordinator July 1, 2007. He was named chief of the Fire Department effective November 1, 2007.
Fire Chief Cover holds a Bachelor of Science Degree in Fire Administration from Hampton University and a Master of Public Administration Degree from Troy University. He is also a graduate of the National Fire Academy's Executive Fire Officer Program.
