Magistrates are sworn neutral judicial officers of the Virginia Judiciary. The magistrate is often described within the law as "serving as a buffer between law enforcement and society." As a neutral judicial officer of the court, the magistrate is often the first contact and maybe the only access that a citizen may have into the court system.
