Councilmember Ross-Hammond is a professor and director of service-learning and civic

engagement at Norfolk State University. She is an author, consultant and recipient of NSU's 2009 Distinguished Faculty Award for Service. She was a legislative aide to state Del. Algie T. Howell, Jr., was appointed to the State Council on the Status of Women, and was vice chair of the Virginia Beach Electoral Board. She has served on the Virginia Beach Community Development Corporation Board, the city's Diversity and Inclusion Forums, and co-chairs the Mayor's African American Roundtable.
Ross-Hammond is a graduate of NSU's inaugural Presidential Administrative Leadership Development Institute. She holds a doctorate in educational leadership, curriculum and instructions from the University of Denver, a master's of music education from the College of New Jersey, and a bachelor's degree from Ithaca College.
She serves as liaison to the Community Services Board, Social Services Board and Towing Advisory Board, and has been appointed to the Hampton Roads Planning District Commission. She is the proud mother of one son, Anwar.
