Councilmember Ross-Hammond is a professor and director of service-learning and civic
engagement at Norfolk State University, as well as an author and consultant. A Sorensen Fellow, she holds two graduate certificates from the University of Virginia Sorensen Political Leaders Program. She was a legislative aide to Del. Algie T. Howell, Jr., was appointed to the State Council on the Status of Women, and the Vice Chair of the Virginia Beach Electoral Board. Ross-Hammond served on the Virginia Beach Community Development Corporation Board, the City's Diversity and Inclusion Forums and chairs the Mayor's African American Roundtable.
She holds a doctorate in educational leadership, curriculum and instructions and ethnomusicology from the University of Denver, a master's of music of education from the College of New Jersey and a bachelor's degree from Ithaca College. She has been re-appointed to the State Board for Behavioral Health and Development Services, appointed to the Hampton Roads Planning District Commission and serves as liaison to the Arts and Humanities Commission, Historic Preservation Commission, Public Library Board, Community Services Board, Social Services Board, Review and Allocation Committee, Workforce Housing Committee, Towing Advisory Board and the Elizabeth River-Eastern Branch Project. She is the proud mother of one son, Anwar.
