The Minority Business Council shall serve as an advisory agency to the City Manager and the City Council with respect to the City's procurement policies and procedural issues involved in the City's established policy of equal opportunity and nondiscrimination in procurement, the City's continuing efforts to encourage the participation of minority-owned businesses in City contracts; and the City's assurance that its procurement opportunities are made available to all persons, regardless of race, religion, color, sex, national origin or handicap.
In addition, the Council shall institute, conduct and engage in educational and training programs to promote minority involvement and to serve as a forum for the discussion and development of minority awareness of the public procurement process.
