Community Indicators are measures that assess the overall condition of Virginia Beach. These indicators are influenced by not only the City of Virginia Beach, but also the state and federal government, non-profit organizations, and private service providers. Community indicators measure factors that can sometimes be national or regional trends or other issues beyond the influence or control of a local government.
Developing and sustaining a successful Community Indicator Program is a powerful tool that can be used by City Council, community leaders, department directors, supervisors, staff, or businesses looking at Virginia Beach as a possible location for starting, relocating, or expanding their business.

The mission of the Family and Youth Opportunities Strategic Issue Team is to develop and recommend strategic options which foster the health, economic vitality, safety, and well being of families, youth and at risk individuals in the city. |

The mission of the Quality Education and Lifelong Learning Strategic Issue Team is to engage in strategic and long range planning, conduct environmental scans of relevant issues and trends in order to enhance and sustain Virginia Beach as a literate community that actively supports quality education and lifelong learning. |

The mission of the Quality Organization Strategic Issue Team is to engage in strategic planning and environmental scanning to enhance and sustain a municipal organization that is quality driven service provider and employer capable of delivering cost effective services and facilitating opportunities and outcomes valued by the community. |

The mission of the Quality Physical Environment Strategic Issue Team is to provide guidance to decision makers regarding issues of strategic importance to create a sustainable and quality physical environment (healthy, safe and attractive surroundings) for the City of Virginia Beach. |
