Boards are defined as advisory City Council appointive agencies which are prescribed by the Virginia State Code as "Boards" as well as locally established bodies, the duty of which pertains to or is governed by federal and state codes or local ordinances. Terms shall be specified and limited in accordance with the applicable federal or state codes or local ordinances or resolutions.
Commissions shall be defined as those advisory City Council appointive agencies which are prescribed by the Virginia State Code as "Commissions", plus those locally established for a specific purpose with budgetary responsibility and a structured organization with an annual report to City Council.
