Base Compliance Program Briefing Held
On Tuesday, Mayor Oberndorf accompanied by Council member Bill DeSteph, City Attorney Les Lilley, Bob Matthias of my office and I traveled to Washington, D.C. for a meeting with The Honorable B. J. Penn, Assistant Secretary of the Navy for Installations and Environment. The meeting provided an opportunity for the city to explain to Secretary Penn the BRAC Compliance Program, as well as other activities the city is undertaking to make Virginia Beach home for the Navy. Congresswoman Thelma Drake facilitated and participated in the meeting.

The meeting was very successful and Secretary Penn was most impressed with the presentations given to him. Special thanks to Les Lilley for his most professional and informative presentation on the BRAC Compliance Program.

Framing Success
Last week, I filled in for the Mayor at the ribbon cutting for Framing Success as they dedicated their new building off Taylor Farm Road. Framing Success specializes in the framing of college diplomas and recognition items throughout the U.S. and in Europe.

Their new facility is spectacular and represents their ninth expansion in Virginia Beach since their founding in 1989. They now employ nearly 150 employees and clearly represent the fact that most of the new job creation we achieve comes from the success and expansion of existing businesses. This time, they bought an adjacent parcel and are already planning Phase II and III at the new location.

U.S. Conference of Mayors
Last month, Mayor Meyera E. Oberndorf represented Virginia Beach at the 75th Annual U.S. Conference of Mayors in Los Angeles. On June 22, during the conference, Mayor Oberndorf, who serves as the International Affairs Committee Chair, conducted a meeting of the Committee to discuss building sister city relationships, elimination of nuclear, biological and chemical warfare throughout the world, initiatives to improve travel and tourism to the United States, and the crisis in Darfur.

The committee approved the following resolutions:

• Increasing International Travel to the United States through Visa Reforms, Entry Improvements and Promotion; Implementation of the Western Hemisphere Travel Initiative

• Urging the Bush Administration to Enter into a Bilateral Agreement to Expand Leisure Group Travel from China to the United States

• Responding Effective and Immediately to the Human Rights Tragedy in Sudan

• Calling on All Nations and All World Powers to Prohibit the Use of Any Weapon of Mass Destruction Against Cities and other Civilian Targets and Encouraging Them to Embrace the Concept of Peace

Commission on Community and National Service Appointment
Lisë Chandler-White of the Media and Communications Group has been appointed to the Governor’s Commission on Community and National Service, an advisory board that promotes volunteerism throughout the Commonwealth.

Earlier this year, Chandler-White was recognized by Virginia Beach Post 110 of the American Legion as Civil Servant of the Year. She serves on the Board of Directors of

the Tidewater Literacy Council and tutors a Virginia Beach citizen who is taking G.E.D. preparatory classes.

Welcome to the New Director of Economic Development
Warren D. Harris has been named director of the Department of Economic Development. His assignment becomes effective August 1. As the leader of the economic development staff in Virginia Beach, Harris will direct the city’s business recruitment and expansion activities and serve as the principal interface with the Virginia Beach Development Authority. He will be responsible for the overall management and implementation of programs designed to create quality jobs and expand the tax base.

"Quality economic development is crucial to our city’s strength and continuing our tradition of success in business recruitment and retention is a very high priority for us,” said Chief Development Officer Steve Herbert when announcing Harris’ appointment. “Warren’s demonstrated ability to achieve remarkable results – especially in the area of redevelopment – will make him a tremendous leader for our departmental programs."

Harris’ experience with Chesapeake dates to 1991 when he began 10 years as assistant director of economic development. For 15 months during that period, he was also acting assistant city manager for administration. In addition to his Chesapeake experience, he has held leadership fund-raising positions with the Chrysler Museum of Art and Old Dominion University. Please join me in welcoming Warren to the City of Virginia Beach.

Charlotte's Web Featured in 2007 Movie Night Series
The Department of Parks and Recreation (Parks Special Events) held the second movie of the 2007 Movie Night Series on Friday, July 20, 2007, at Mount Trashmore Park. The feature presentation, Charlotte’s Web, played to an audience of over 2,500.

Free raffle tickets good for a chance to win over 35 sponsor-donated prizes were distributed to attendees.

Thanks to the Mount Trashmore Park staff, who assisted the Parks Special Events Team throughout the evening, volunteer Natasha Bryant, and to interns, Brittany Walker and Morgan Forrey. Movie Night sponsors included Bank@lantec, Coca-Cola, Chick-fil-A, and Val-Pak, along with the radio sponsor, EAGLE 97.3.

Colonial Mariner at Historic Lynnhaven House
Larry Warren, a long-time historical re-enactor, will set up camp as a colonial mariner at the historic Lynnhaven House from 10:00 a.m. to 4:00 p.m. this Saturday, July 14, and on August 11, September 15, and October 6.

Before naval forces patrolled the oceans of the world, waterman on small vessels plied the rivers and sounds of the American continent. Visitors will learn about how they lived and the tools they used to survive.

Warren will be dressed in historical authentic clothing and will discuss his life as a mariner. A highlight of Warren’s interpretation will be a showcase of the weapons used by the men of trade. The Lynnhaven House is located at 4405 Wishart Road in Virginia Beach, and is owned by APVA Preservation Virginia and operated by the Virginia Beach Department of Museums.
