The City of Virginia Beach acknowledges the importance of Sister City relationships for the purpose of international understanding, friendships, cultural and educational exchanges and economic/tourist development activities.
On November 26, 1991 City Council adopted Resolutions which reaffirmed Virginia Beach's Sister City relationship and mutual understanding with the City of Moss, Norway; and extended invitations to the people of the Cities of Miyazaki City, Japan and Guatemala City, Central America to create a mutual understanding in establishing a Sister City relationship with the City of Virginia Beach. On October 7, 1992, a letter with the Mayor's signature, extending warm greetings to the Mayor of Higashihiroshima City, was also delivered.
